Born and raised in the Licking County community, Spencer can be seen working on all types of projects around Ohio with a diverse group of clients. He currently works for MPW Industrial Services as their Corporate Real Estate Analyst overseeing 80+ properties across the United States & Canada, as well as handling Real Estate Investment for the Black Family.  He also is currently serving as an At-Large Councilman for the Citizens of Newark since 2019, in August of 2023 Spencer was elected President Pro Tempore of Newark City Council by the Republican Caucus Members.

He follows in his late-father’s (John C. “Jay” Barker) footsteps and sits on the Licking County Courthouse Lighting Committee Board of Directors and is currently President of the Board. He is also a member and a Past-President of the Newark-Heath Rotary Club, attends Second Presbyterian Church in Downtown Newark and sits on the governing board of the church, a former board member of The LICCO Supporting Foundation. Spencer is also an active member of the Young Leaders of Licking County and served on the Board of Directors as the Vice President for Marketing & Events. In 2020 Spencer joined the Marketing Board of the Ronald McDonald House of Central Ohio, bringing his extensive knowledge of the Licking County market to RMHCO for their growth.

In 2019, Spencer was named the Marketing Manager for Newark Development Partners to usher in the new Image & Branding for the City of Newark, then in November 2019 he was appointed to fill a vacant Newark City Council At-Large term and was then re-appointed in 2020 to a two-year Newark City Council At-Large term. Spencer ran for the second part of his term and appeared on the ballot for the first time on November 2, 2021. He won that election with a 400+ vote margin.

Spencer also owned a local marketing agency, Elite Marketing, specializing in brand development, logo design, sales and marketing collateral and social media management. From 2009 to 2020 he owned a Video Production company based out of Granville, iSAB Video, the exclusive videographer for Patty’s Dance Center, LTD.

In 2018 Spencer was named one of the 20 under 40 honorees by the Newark Advocate and also was named the Young Leaders of Licking County Member of the Year.

Spencer graduated from Granville High School, attended The Ohio State University - Newark and then went on to The Ohio Auction School becoming a State of Ohio Licensed Auctioneer and then became a licensed Real Estate Agent.

Previously he held positions at HER, Realtors, Shai Commercial Real Estate, Apple Tree Auction Center, Central Ohio Geriatrics, Apple Inc. and The Works: Ohio Center for History, Art & Technology.
